Descripción :	This work does not exhaust the legal means of protection of people with disabilities in Brazil. The idea is to address the issue from an historical perspective, revealing evolution points and that shows how, despite of the good regulatory framework, we still find obstacles that impede or complicates the full social inclusion of this vulnerable group.The starting point will be the Constitution of 1967. The lack of specificity is appreciated, contrary to the previous constitutions of 1824, 1891, 1934, 1937 and 1946. In these texts, there was a direct prediction on the subject. Here will see the current approaches. O presente trabalho não pretende esgotar os meios legislativos de proteção das pessoas com deficiência no Brasil. A idéia é tratar do tema a partir de uma perspectiva histórica, revelando pontos da evolução e mostrando como, apesar da boa estrutura normativa, ainda encontramos obstáculos que impedem ou dificultam a inclusão social plena desse grupo vulnerável.O marco inicial será a Constituição de 1967. Deixaremos, pela falta de especificidade, os textos constitucionais anteriores de 1824, 1891, 1934, 1937 e 1946. Nesses textos, não havia uma previsão direta sobre o tema. Sendo assim, vamos procurar enfoques mais atuais.
