Título :	Fear and security. The dispositive of conservative containment and neoliberal modulation Miedo y seguridad. Dispositivos de la contención conservadora y de la modulación neoliberal

Descripción :	The global crisis of the 1970s dismantled the International System established in Bretton Woods, dynamited confidence in the Keynesian mode of regulation and plunged the welfare state into a long process of reform, conducted through the double way of privatization and the entrepreneurization of its structures and procedures. Keynesian Welfare State was in itself an immense security apparatus. After dominating the so-called “golden decades” of the 20th Century, another double-faced security device has become strong. Its two faces respond respectively to the logic of the neoliberal ethos and to the neoconservative pathos. This article aims to outline a general criticism of this device. We will clarify the differences between the two parts of the machine and highlight both their mutual incompatibilities and the strategic solidarity that they forged in certain points. To understand this device, as we shall see, fear must be placed at the center of the analysis. La crisis global de los años 1970 se llevó por delante el sistema internacional establecido en Bretton Woods, dinamitó la confianza en el modo de regulación keynesiano y sumió al Estado de Bienestar en un largo proceso de reforma, conducido a través de la doble vía de la privatización y la empresarialización de sus estructuras y procedimientos. El welfare keynesiano fue un inmenso aparato securitario. Tras dominar las llamadas “décadas doradas” del siglo XX, otro dispositivo securitario bifronte se ha hecho fuerte. Sus dos rostros responden respectivamente a la lógica del ethos neoliberal y al pathos neoconservador. Nuestro objetivo consiste en delinear una crítica general de este dispositivo. Precisaremos las diferencias entre las dos partes de la máquina y resaltaremos tanto sus mutuas incompatibilidades como la solidaridad estratégica que fraguan en ciertos puntos. Para comprender el dispositivo, como veremos, el miedo deberá ser ubicado en el centro del análisis.
