Descripción :	RESUMENEsta investigación revisa tres casos de estudio donde el Estado ha enfrentado conflictos con individuos y sociedad civil por la construcción de megaproyectos, elaborado en el marco para el evento de Habitat III en Quito (2016). El megaproyecto es un proceso socioespacial en el que se manifiestan múltiples racionalidades que entienden y se apropian de la obra. El Estado como un ente tecnocrático, entendido como el promotor de estas obras, tiende a apropiarse del discurso modernizador donde no se reconocen los conflictos sociales. El rol del Estado incurre en una contradicción al tener la responsabilidad de salvaguardar los derechos de sus ciudadanos y al mismo tiempo defender el megaproyecto. En los tres casos analizados se presenta al Estado como un promotor del megaproyecto, como un garante de los derechos de ciudadanos, y como el ente que legalmente institucio-naliza las pretensiones de opositores al proyecto. ABSTRACTThis research reviews three case studies where the State has faced conflicts with individuals and the civil society during the development of mega-projects, and it was developed for the Habitat III event in Quito (2016). The development of a mega-project is a socio-spatial process in which multiple rationalities understand and appropriate its space. The State as a technocratic entity becomes the promoter of a mega-project employing a discourse based on modernization where social conflicts are not recognized. The role of the State incurs a contradiction by having the responsibility to safeguard the rights of its citizens and at the same time defend the development of the mega-project. In the three cases analysed, the State is presented as a promoter of the mega-project, as a guarantor of the rights of citizens, and as the entity that legally institutionalizes the claims of opponents of the project.
