| dc.description | O artigo versa sobre a mais recente e mais elaborada tradução da idéia, quase tão recorrente quanto o fenômeno das secas, de transferir águas do rio São Francisco para o Semi-Árido nordestino: o projeto desenvolvido pelo DNOS de carrear essas águas para as bacias do Jaguaribe, do Apodi e do Piranhas-Açu, com vistas a sua utilização na pequena irrigação, ao longo das calhas e dos rios perenizados, e na grande irrigação, nos tabuleiros e terras altas. Para além dos critérios de factibilidade técnica e de viabilidade econômica, presumivelmente, preenchíveis pelo projeto, o artigo examina o alcance e os limites do empreendimento a luz de três referenciais particularmente sensíveis da problemática nordestina: a vulnerabilidade à seca, as características da oferta de água e a qualidade do desenvolvimento regional. A conclusão principal é de que para atender às necessidades mais prementes da maioria da população rural das áreas de destino da água, o projeto teria de ser completado com transformações profundas na estrutura fundiária, nas relações de produção e na quantidade, quantidade e direcionamento dos serviços de apoio governamentais. This article deals with the most recent and complex embodiment of the idea, almost as recurrent as the drought phenomenon, of transferring water from the River São Francisco to the semi-arid region of northeast Brazil: the project developed by DNOS to shift these waters to the Jaguaribe, Apodi and Piranhas-Açu river basins in order to harness them for small-scale irrigation along the channels and the rivers made to flow throughout the year and for large-scale irrigation in the tablelands and highlands. Over and above the criteria of technical feasibility and economic viability, which the project could presumably satisfy, the article examines the range and the limits of the undertaking in the light of three reference points particularly relevant to the problem of the northeast: its vulnerability to drought, the characteristics of the water supply, and the quality of regional development The main conclusion is that in order to meet the most pressing needs of the bulk of the rural population of the areas for which the water is intended, the project would have to be complemented by profound changes in the structure of land tenure, in the relations of production, and in the quantity, quality and orientation of the government support services. | pt-BR |
